GENERAL DESCRIPTION OF STROLLERS
COMFORT strollers in all sizes are manufactured with a detachable hand railing and harness attachments to the rear backrest, connected to the hip belts. They also have a smooth adjustment of the rear backrest inclination and adjustment of the angle of inclination and length of the footrest.
The backrests of the strollers provide a stable position for patients with full quadriplegia, and the semi-flexible seats ensure comfortable transport during walks and longer use.
In both types of bogies, the rear axle is sprung and the front axle is fixed permanently (except for bogies with front swivel wheels).
- Strollers with front swivel wheels and are intended for operation only on paved surfaces, otherwise (uneven terrain, sand, kicking snow) may be the cause of hazards for - users,
- Strollers with fixed front wheels are designed for use also in the field.
REMARK!
Regardless of the front wheels used, safety rules and proper operation should always be observed during walks.

LOCATION OF THE FABRIC NUMBER OF THE STROLLER
The factory number of the stroller is embossed on the right guide of the backrest inclination adjustment – look for the rear backrest tilt adjustment ("5") at the clamp.

DETAILED INSTRUCTION MANUAL
UNFOLDING THE STROLLER:
- Stand in front of the stroller by the footrest.
- Cut the plastic strap that secures the stroller during transport.
- Unveil the barrier cover on both sides, press the metal balls at the same time, attracting the barrier to yourself – disassemble it.
- Grab the handle of the stroller (1) and lift it up to the resistance.
- Standing on the side of the stroller, on its right side, at its right hand, lower down the buckle (9) protecting the stroller from folding, then lift up the handle (on both sides) two metal rings (8) and lower them so that they cover the handle and "leg" of the stroller.

- Standing by the handle, grab the upper part of the backrest (4) and tilt it to the desired position.
- Grab the black backrest adjustment lever (5) and lift it firmly upwards, tightening it tightly, thus blocking the backrest – Fig. 1.
- Unlock the foot brake of the stroller (10) by lifting the horizontal bar at the back of the stroller with your foot.
FOLDING THE STROLLER:
- Remove the inter-udder wedge (dowel).
- Stand in front of the stroller from the footrest.
- Disassemble the railing (expose the cover, press the metal balls and pull it towards you).
- Release the backrest adjustment lever (5) by moving it down.
- Put the backrest on the seat of the stroller.
- You can but do not have to mount the barrier under the rear back (by pressing two metal balls, slide it into the ends of the armrests)
Attention! Difficult! - Move the metal rings (8) up the handle so that it can be folded, lift up the buckle (9) that protects the stroller from folding.
- Unlock the footrest support by twisting the plastic knob located close to the front right wheel a few turns.
- Place the handle frame (1) towards the footrest.
REAR BACKREST TILT ANGLE ADJUSTMENT
In order to adjust the angle of inclination of the backrest:
- hold the backrest of the stroller with the left hand (4),
- with the right hand release the clamp lever (5) located on the right side of the stroller, lowering it down – see Figure 1,
- adjust the angle of inclination of the backrest and hold in a given position,
- lock the backrest adjustment mechanism (5) by pulling the clamp lever upwards – see Figure 1.
To adjust the angle of the footrest in sizes [3-8]:
- unscrew the plastic knob located close to the front wheel by a few turns
- unlocking the footrest support,
- determine the desired angle of the footrest and lock the support by tightening it
- plastic knob until it stops.
To adjust the angle of the footrest in sizes [1]:
- release the lock located under the seat to unlock the support
- footstool,
- determine the desired angle of the footrest and then tighten the lock.
The design of the footrest allows for step adjustment every 20 mm of its length (size [1-3] from 275 to 335 mm, size [4-5] from 315 to 425 mm, size [6.6+,8] from 360 to 465 mm).
To change the length of the footrest:
- press with your fingers simultaneously two brass balls located on the outside of the footrest of the stroller (7),
- adjust the length of the footrests to the requirements, while making sure that the balls stabilizing its lengths properly block it properly (they should protrude from the holes).
The footrest step should always be folded when the user wants to get into or out of the stroller.
To do this, the footrest step must be pulled upwards, which will rotate it 90° and set it in an upright position.
In order to lower the step, push it down with your hand until it stops in a horizontal position – see Figure 2. In strollers size [1] the footrest step is not foldable.
INSTALLATION OF THE ABDUCTION WEDGE
The abduction wedge is attached to the seat of the stroller. It protects the patient from slipping out of the stroller and prevents spastic reflexes of crossing the legs.
Method of fastening:
- In the abduction wedge, unscrew the butterfly nut and remove the washer from the metal pin.
- Push the pin into the hole from the top of the seat plate so that it passes through the hole.
- From the bottom of the seat on the pin put the washer and tightly (to the resistance) tighten the butterfly nut.
Remark:
- the bent fragment of the washer must cover the rod under the seat.
- Too poorly tightened nut can cause damage to the seat or not fulfill its task ( an abduction wedge loosely mounted may rotate or damage the seat plate).

- After unfolding the stroller, unfasten the zippers located on both sides of the backrest top.
- Unfasten the Velcro belt located at the bottom of the backrest.
- Remove buckles and protectors from the shoulder straps on the front of the backrest – drag the braces through the holes in the upholstery.
- Unfasten the Velcro fastening the upholstery under the bottom of the seat.
- Remove the upholstery.
PUTTING ON UPHOLSTERY
Put on the upholstery by repeating the steps given above in reverse order.
UPHOLSTERY CLEANING
UPHOLSTERY MADE OF FABRICS TYPE "Microphase"
For cleaning upholstery made of suede-like fabrics, use a soft clothing brush with natural bristles or a vacuum cleaner with a delicate nozzle. Dirt can be removed with warm water and mild soap. Moisten the dirty place with soap previously applied to a towel or sponge and remove stains with little pressure in a circular motion. Leave the moistened places to dry naturally (do not use a dryer). If necessary, repeat the cleaning process. Brush the dried place according to the structure of the fabric. Strong dirt and stains can be removed with water-based agents or foams for cleaning carpets and upholstery materials.
UPHOLSTERY MADE OF IMPREGNATED FABRICS
To clean upholstery from impregnated fabrics, use a soaped brush or sponge and warm water. The elastic filling of the upholstery is made of polyurethane foam, which under the influence of moisture and other weather conditions does not change its properties.
Remark:
- it is not allowed to wash the upholstery in washing machines, or manually by immersion.
- it is forbidden to use cleaning agents such as: turpentine, kerosene, solvent, chloroethylene. The use of improper cleaning agents and non-compliance with the above-mentioned cleaning method may cause permanent damage to the fabric, which cannot be the basis for a complaint.
REMOVING AND PUTTING ON WHEELS
Before removing the wheel, first press the clamp in the wheel cap and if the stroller is equipped with hubcaps wound on the axles, they must be unscrewed beforehand.
After mounting the wheels equipped with a latching mechanism, attention should be paid to the correctness of the mechanism. In the case of wheel caps wound on axles, special attention should be paid to the correct position of the cap relative to the axle and the tightening force. Caps should be tightened manually to a perceptible resistance without the use of any tools.
Remark:
In strollers with front swivel wheels, dismantling and assembling the wheels requires the use of tools ( Allen wrench "6").
TIRE INFLATION
In order to inflate the tires, use the pump supplied with the stroller or other available pump (manual or foot) to the valves in which the wheels of the stroller are equipped. Absolutely do not exceed 200 Kpa (0.2 MPa) – recommended pressure 180 Kpa (0.18 MPa).
Remark:
Inattentive (too strong) inflating of tires can be very dangerous. To avoid a breakage or even explosion of the inflatable tire, a pressure gauge (e.g. a car pressure gauge) should be used when checking the pressure, and in the absence of a pressure gauge, the pressure should be controlled by the tire button with your fingers.
With a properly inflated tire: the thumb pressing on the side of the tire must sink a few millimeters into it – see Figure 4

in the stroller loaded with the user, the tires in the place of their adhesion to the ground should gently bend, so that a slight bulge appears on the side of the tire.
ADJUSTMENT AND MAINTENANCE
In order to keep the stroller in proper technical condition, the following steps should be carried out once a month or more often if necessary (e.g., during intensive use):
- Adjust the mechanism that determines the position of the backrest.| In case of poor operation of the clamp, you should:
- release (by lowering downwards) the eccentric clamp lever located on the right side of the stroller – see Figure 1
- tighten the nut located on the opposite side of the stroller – see Fig. 5, and then tighten the lever (lift upwards) – see Fig. 1

Remark:
When tightening the nut, use your fingers or for ease with pliers.

If the stroller has a handbrake, the tension of the cables should be adjusted for proper operation. The adjustment consists in unscrewing the knurled nuts located at the brakes and on the joint connecting the cables by a few revolutions.
After adjustment, the knurled nuts should be corrected with M6 nuts.
Remark:
In the event of difficulties with regulation, these activities should be entrusted to the company SERVICE or specialized workshops (e.g. bicycle workshops).
- Check the correct strengthening of the abduction wedge (strut) and, if necessary, unscrew the nut located from the bottom of the seat.
- Check the tire pressure – see TYRE INFLATION point I.
- Oil the parking brake mechanism joints and the friction elements of the backrest adjustment mechanism (one drop of machine or transmission oil per joint or friction element).
- Clean the axles in bogies equipped with ball bearing wheels with a dry cloth.
- Clean the painted elements of the stroller with a clean cloth, and wipe the galvanized and chrome parts with a cloth gently greased with machine oil.
An indispensable condition for maintaining the stroller in proper technical condition is also the immediate removal of minor damage on your own.
Anyway:
- paint over minor lacquer coating defects resulting from scratches or impacts with a small brush and paint of a similar color,
- straighten the bent footrest support,
- complete or replace lost or damaged brake friction pads.
Remark:
When installing a new overlay, use a hammer, remembering the need to secure the opposite side of the brake (e.g. a second hammer, etc.) – see Figures 6 and 7.

- replenish or replace lost or damaged springs,
- complete or replace lost or damaged plastic caps securing the ends of the stroller frame tubes,
- repair minor damage to the upholstery.
It is the user's duty not only to systematically perform the above-mentioned activities related to REGULATION AND MAINTENANCE, but also to immediately order the repair of all other damage to the stroller, while damage to the brake mechanisms, backrest adjustment and chassis (axles, wheels) should be commissioned only to the company SERVICE.

INSTRUCTIONS FOR USE
Below are the basic rules for the correct and safe use of the stroller.
SAFETY RULES
- In any case – in order to ensure max. The following rules must be strictly observed:
- Do not leave the stroller with (or without the patient) with the fire open fire and do not bring the sources of fire close to the cart.
- When using the stroller, hands must be at a safe distance from the wheels (especially the rear wheels), as rotating wheels or brakes cooperating with them can cause injuries.
- A standing stroller with the patient must have the wheels locked with the foot brake and remain within sight and hand of the caregiver.
- It is strictly forbidden to leave the stroller with the patient on a sloping area unattended despite the brake being applied. In this case, the caregiver must always hold the stroller with his hand.
- It is forbidden to use the stroller with damage that prevents its safe and correct use.
- It is forbidden to run with a stroller – the stroller is intended only for walking.
- It is forbidden to go down the stairs or enter them with the user in a stroller.
- Do not overload the stroller beyond the permissible load – otherwise damage may occur, for which the manufacturer is not responsible.
- For patients requiring transport in seat belts – always fasten them.
- Do not place heavy objects in the pocket on the back of the stroller, as this may result in the loss of stability of the stroller.
- Before each use of the stroller – you should:
- Check the tire pressure.
- Check the effectiveness of the brake.
- Check that the components (8) and (9) protecting the stroller against self-folding are in the correct position (see section UNFOLDING THE STROLLER point 6).
- Determine the appropriate angle of inclination of the rear backrest (4).
- Determine the appropriate angle of inclination of the footrest (7).
- Adjust additional elements:
- ▪ place the head restraint or stabilizing side supports at a suitable height,
- ▪ attach other special components in a suitable place, if such a stroller is fitted.
- After placing the patient in the stroller, install a hand railing (3).
- Check wheel protectors – hubcaps or latching mechanisms (12).
- Adjust the length of the hip belt and harness to the patient's needs.
ASSESSMENT OF THE PROPER FUNCTIONING OF THE BASIC MECHANISMS AND ASSEMBLIES IN THE STROLLER AND WAYS OF ASSESSING THE WEAR OF PARTS TO BE REPLACED
- MECHANISMS AND ASSEMBLIES
- Foot brake (parking) mechanism
The brake mechanism works properly if, after pressing the brake rod with the foot, the rear brake pads (14) rest freely on the tire, and the front brake pads (13) brake the wheels as a result of a gentle suffocation into the tire.
Switching on and off should be smooth – without jams, friction and grinds. - Handbrake mechanism (if the stroller has one).
The handbrake mechanism shall function properly if, when the lever is pressed with the hand (16), the rear wheels brake simultaneously and with equal efficiency. After releasing the lever, the wheels should rotate freely. - Backrest tilt adjustment mechanism
The mechanism determining the position of the backrest works properly if, when adjusting the angle of inclination in its entire range, the lever of the mechanism is not tightened, the backrest under the influence of the pressure of the user's back remains in a fixed position. However, it is recommended to adjust the mechanism in such a way that the backrest gives way slightly under the influence of very strong and dynamic blows of the patient's back. - Footrest tilt adjustment mechanism
The mechanism for determining the angle of inclination of the footrest works properly if the angle of its inclination can be blocked without difficulties and jams.
A prerequisite for the proper operation of this mechanism is an undamaged (not bent) footrest support. - Chassis
- the axles must be straight and their sliding tips must show no signs of abrasion and damage to the thread or the mounting groove of the wheel cap,
- in the rear axle suspension system, both spring springs must work evenly,
- the braking system must function properly,
- properly fixed wheels must not show excessive axial and lateral clearances.
Remark:
The permissible axial clearance of a wheel mounted on a fixed axle shall not exceed 3 mm, the permissible lateral deflection measured on the greatest radius of the wheel shall not exceed 6 mm, and in the case of front swivel wheels, palpable clearances on their axles shall require tightening of the nut on their axles or repair.
The bogie chassis consists of: - front axle,
- rear axle,
- rear axle suspension system,
- Braking
- Wheels.
Anyway:
- Hand railing A hand railing should be considered good if its ball clamps work efficiently While driving, the patient's hands should not approach rotating wheels (see subsection SAFETY RULES).
- PARTS
- Friction pads for foot (parking) brake
Equipping the brake with 4 friction pads (plastic tips) is a necessary condition for the proper operation of the brake and the safety of the user and the accompanying person.
Lost overlays or overlays with clear traces of cracks and worn overlays are to be supplemented or replaced, but only if the depth of abrasion of the overlay reveals the steel bar under the overlay.
Remark:
Gradual wear of the overlays until the depth of abrasion does not expose the rod on which they are mounted – does not reduce the effectiveness of the brake and therefore does not qualify the overlays for replacement. - Handbrake friction pads (if the stroller has one).
Worn caps on the brake shoes qualify the brake for replacement. - Tires
- on the sides of the tires it is unacceptable to have permanent deformations in the form of bulges,
- the tread of the tires must have traces of the tread pattern (the tire must not be bald),
Remark:
Traces of small, hairy cracks parallel to the circumference of the tire do not cause it to be replaced.
- Valves
Care for valves is one of the elements determining the safety of the user, his comfort and durability of the wheel. Therefore, each time you check the pressure in the tires and after replacing the tire or inner tube, pay attention to: - correctness of the position of the valve relative to the rim (the valve cannot be skewed because the operation of the stroller with a crooked valve leads to rapid destruction of the inner tube).
- Securing the valve in a cap nut (operation of the stroller without nuts on the valves causes their premature wear).
- Rim, hubs and wheel spokes
The wheel rim shall be straight and shall not have nicks at the point of adhesion of the tire.
The bearings in the wheel hubs must be in working order and properly seated. Spokes must be complete, without traces of cracks and bends. - Axles-see CHASSIS point A.5.
- Spring
COMFORT strollers are equipped with spring springs, springs stabilizing the seat of the stroller. - Spring springs
Nearly thirty years of experience of comfort shows that spring springs in COMFORT strollers are trouble-free and do not lose their properties over time. Nevertheless, in the event of a break in one of the springs, it is recommended to replace the set of spring springs. - Seat stabilizing springs
Springs that are cracked or that have lost the ability to hold the seat in the main position must be replaced.
- Footrest support
The footrest support must not be bent.
PRINCIPLES OF PROPER OPERATION
Compliance with the following rules for the proper use of the stroller will extend its life and at the same time provide the necessary comfort to the user.
- COMFORT stroller should be used only in accordance with their intended purpose.
- Always maintain the correct tire pressure.
Remark:
Too little pressure causes premature wear of the tire and can be a direct cause of damage to the rim and inner tube. - The angle of inclination of the backrest should be adjusted according to the user's needs.
- Adjust the angle of inclination of the footrest according to the needs of the user.
- Before placing the child in the stroller, the foot brake should be applied and if the stroller is equipped with a handrail – disassemble it.
In the case of children and adolescents who can walk independently or with the help of a guardian, in the stroller, in addition to activating the brake and dismantling the barrier, the footrest should be additionally lowered to its lowest position and the footrest step should be folded vertically. For the safety of the user, the assistance of a caregiver in such cases is essential – see Figures 9 and 10.

- It is necessary to take care of the cleanliness of the upholstery. All impurities and stains should be systematically removed, and in the event of very significant contamination or damage, it should be replaced with a new one.
- Patients should be transported in clothing, and in the case of transporting children who are not completely dressed (e.g. in summer), the upholstery should be covered, for example, with a towel.
- For patients wetting themselves, the seat should be additionally secured with a special oilcloth (available in pharmacies or specialized stores).
- Driving with the user and overcoming obstacles.
- During walks, the stroller should always be held by the handle, and letting the stroller loose so that it rolls freely is not allowed, because it deprives the user of help from the caregiver and may be the cause of severe body injury as a result of hitting e.g. an obstacle.
- To overcome the elevation of the terrain, you need to set the cart forward to the bearing and push it, not pull it in. High dynamic stability of the stroller allows you to overcome small and medium hills with the user in both a sitting and lying position. When overcoming very large hills (obstacles), the user of the stroller should sit, and the caregiver should ask for help from a third party if he has doubts about overcoming the obstacle himself. When descending hills, the same rules must be followed. It should also be remembered that large potholes and unevenness as well as too high speed of entering or descending can cause the stroller to overturn.
- When overcoming sections of the road with boggy ground (e.g. snow, kicking sand, etc.), it is advisable to pull the cart by the handle and not push.
- When making a turn with the stroller on a hard, relatively even ground, it is necessary to lift its front wheels by pressing the handle of the stroller, change the direction of travel and carefully lower them (does not apply to the option with swivel front wheels).
- When making a bend with the stroller behind a boggy and very uneven ground (roots, stones, etc.), it is necessary to lift its rear wheels by raising the handle of the cart, change the direction of the weir and carefully lower them.
When overcoming obstacles such as single steps, thresholds, rails or curbs, they should not be invaded. They can be overcome after lifting the front and then rear wheels to the necessary height – see Figure 11

- When carrying the stroller with the user (e.g. stairs, public transport, etc.), the stroller must be grasped by the handle (1) and the carrying handle (11). (always check the position of the safety devices (8) and (9) before doing so.
- When moving a folding stroller (without a user), the stroller should be grasped by the armrests (6) or legs of the stroller (2) or the carrying handle (11).
- When transporting a stroller composed of dismantled wheels in models equipped with screw-on hubcaps, it is ordered that after removing the wheels, the caps should be turned on the ends of the axles. This perfectly protects against accidental injuries, accidental damage to the means of transport and additionally protects the ends of the axles from the destruction of threads, and the caps from loss.
- The handbrake (if the stroller has one) is used to brake the stroller when descending from a slope. If it has a lock, it should only be used at a standstill with the simultaneous use of the handbrake.
Remark! The handbrake achieves full effectiveness only after reaching and after adjusting the tension of the brake cables several times.
RESIDUAL RISK
Physical hazards
- may result from overloading the stroller and non-compliance with safety rules in its use
(for prevention, see chapters: PURPOSE AND ENVIRONMENT OF USE; SAFETY RULES; RULES FOR THE PROPER OPERATION OF THIS Manual and information labels on the stroller). - may result from particularly extreme behavior of the patient – e.g. strong dynamics of body movements associated with the severity of the symptoms of the disease (to prevent – the caregiver anticipating such behavior of the patient can not leave him in the stroller without proper care or the use of appropriate safeguards).
Remark! Particular attention should be paid to the safe distance of the hands from the rotating wheels and the brakes cooperating with them, as they can cause injuries.
Biological hazards
- may result from a lack of care for the cleanliness of the upholstery of the stroller and its accessories (to prevent – see chapter: PRINCIPLES OF PROPER OPERATION of this Manual).
Fire hazards
- may result from the ignition of the upholstery of the stroller from an open fire. The purpose of the stroller and the environment of its use do not indicate such a risk. Therefore, the upholstery of the stroller meets the requirements for fire resistance only partially, i.e. it meets the requirements of flammability from ignition sources – smoldering cigarette, and does not meet the requirements of flammability from an open fire source.
Therefore, it is absolutely necessary to avoid contact of the stroller with the source of open fire – see chapter: SAFETY RULES of this Manual.
SERVICE
- The seller's obligations under the warranty are set out in the WARRANTY CARD attached to the stroller.
- The condition for the proper operation of the stroller is to operate it only in an undamaged state.
- In the event of damage to the stroller, repair or replacement of the defective system or component should be carried out immediately. Otherwise, the manufacturer is not responsible for the safety of the transported patient.
- List of self-repairable parts:
- footrest support
- stroller upholstery
- List of mechanisms, subassemblies and parts , the repairs of which should be commissioned to the company SERVICE (necessary to maintain the WARRANTY):
- foot and hand brake mechanism
- backrest adjustment mechanism
- footrest deflection adjustment mechanism
- hand railing
- curved or cracked elements of the bogie frame
- wheel axles
- wheel rim complete with hub and bearing
- seat belts
- spring springs
- Repair or replacement of tires (tire and inner tube) is recommended to be done at specialized points.
- List of subassemblies and parts that can be dismantled and sent to the company's SERVICE:
- complete wheels
- wheel rim complete with hub and bearings
- wheel cap
- top upholstery (replaceable)
- headrest, wedge, upholstery protectors, etc.
- springs at upholstery and brakes
- footrest support
- footrest
- friction pads for foot brake
- movable part of the plastic buckle of the seat belts.
- It is recommended to immediately hand over the stroller for repair in the company SERVICE if, despite repairs and systematic performance of all activities related to REGULATION AND MAINTENANCE, it is still inoperable.

PERDIOD OF USE
There is no defined period of use.
STORAGE, TRANSPORT AND UNPACKING
If it is necessary to send the stroller for repairs, the stroller in the folded state should be packed in a plastic bag with additional protection made of bubble wrap and in a carton in which the stroller was delivered to the Customer. Wheels should be put on the axles and secured with hubcaps.
The carton should be covered with tape from self-adhesive film.
Therefore, you should store the carton and foil bag at least during the warranty period.
After unpacking the stroller, remove the plastic cable ties that bind the stroller frame and the packaging with documents.
Remark:
Dismantled cable ties (preferably cut) and plastic bags should be strictly protected from children, because left within reach of their hands can be a significant threat to them (the possibility of tightening the band on the neck, on the limb or, for example, a bag on the head).
If it is necessary to store and/or transport more than one of the strollers, the cartons used by the manufacturer should be used. It is allowed to lay cardboard boxes in two layers.
WHAT TO DO WITH A USED STROLLER
A used stroller, not suitable for further operation and possible repair, should:
- Dispose of and on your own, so:
- dismantle additional elements and upholstery,
- soak the parts for at least 12 hours in a strong detergent, after drying disinfect with generally available means, e.g. lysol.
- After fulfilling the above, the upholstery and other non-metal parts should be attached to household waste, and then the metal parts of the stroller should be removed by delivering the scrap metal to the nearest collection point,
or
- Dispose of through the manufacturer, so:
the stroller must be sent to the manufacturer at the user's expense.
In this case, the shipment must be accompanied by a statement of the stroller user with the following data: - with a declaration on the transfer of the stroller for liquidation,
- with information about the serial number of the stroller (embossed on the right chain of the backrest inclination adjustment mechanism and given in the WARRANTY CARD), with the date and signature of the handing over the stroller.
Remark:
- in the absence of the above statement, the shipment will be returned to the sender at his expense,
- the cost of disposal carried out by the manufacturer is PLN 240 (gross), (PLN 195,- net).
In the event of a seriousincident* related to the COMFORT stroller, the information should be reported to the Manufacturer and to the Office for Registration of Medicinal Products, Medical Devices and Biocidal Products.
* a serious incident means that it has directly or indirectly led, could have led or may have led to:
- death of a patient, user or other person
- temporary or permanent serious deterioration of the health of a patient, user or other person
- serious threat to public health
