Vso is the Static Offset Voltage of the board under test.
Optimally for Pentium 4 processor in the 478-pin package
and Northwood processor designs this should be -25mV.
Delta Vs is used as a correction factor to position the
offset to the optimal offset of -25mV, This Normalizes the
loadline. See section 3.1.1.4 of the Voltage Load Line
Validation - Desktop Platforms for more information.
To observe the actual loadline for the board under test
set Delta Vs = 0 V.
