My generator is showing the overloaded light without anything actually plugged into it as well as the battery light randomly comes on than revs a lot

3100W (FBT-3300)
The fuse to the 12AH 9V battery 20AH continually blows. I have checked polarity. I have replaced fuse twice and replaced the battery.
Any hints would be appreciated.
BTW it starts on second pull consistently.
I have owned for 8 years with no prior issues.
