For models that TUNER adjustment is necessary but not done
(adjustment value: 0x00 or 0xFF), the following TUNER Test

Display "∗ERR∗" blinks with 250ms interval.
Turn OFF P-CON forcibly if PS=RDS TEST is received.
P-CON recovers with Power OFF/ON.
