The + to the output of IC7093 (metal part), - to primary ground on cooling plate LLC
Oscilloscope is connected to oscillator pin 1
Adjust the current output of the external DC power supply to 100mA max
Adjust the output voltage to 16V
Control Ic is starting up at 16V, current = 70mA
Check oscillator, One shot timer
OA and OB
