This function acquires a 1 ms counter value of a C intelligent function module.

• This function acquires a 1 ms counter value of a C intelligent function module, and stores it in the 1 ms counter value
storage destination (pulMillis).
• The 1 ms counter value increases by 1 every 1 ms after the power is turned ON.
• The count cycles between 0 and 4294967295.
■ Return value
