1. [TE][Romfile] Let admin account can use phonetest command in TE Romfile
(1). Bootup device with SMT rom file
(2). use Admin to login console
(3). ifconfig br0 to check IP is 192.192.192.4
(4). Command "phonetest dut 1234" to run
Because we change TE Romfile, we need to rebuild file system. Therefore, the RootFS Checksum is
different from AAPQ13b1.
