The user mode is to prevent users to modify the PDA settings like system settings, programs shortcuts, etc. On the other hand, the administrator mode gives administrators full access to all settings in control panels, as well as capability in configuring system settings, creating shortcuts to desktops, and installing/un-installing programs, firmware and driver to the PDA.
