I am sending this question again because I didn't get any confirmation that it was sent the first time. Disregard if it went through the first time.
The fork and front wheel are loose and can easily move so that the wheel rotates out of alignment. Holding the handlebars with one hand and pushing the front wheel with the other, easily moves the wheel out of alignment. How is it tightened to stop this?

I tried tightening the 2 locking bolts on the main stem, but that didn't seem to work.
