should the hydraulic oil always be at a capacity of 3.5 Litre

First time I'm using the splitter this winter- I hold the green button and press the lever, the engine hums but the splitter doesn't moved. Unit was new last winter no problems using it then. I've checked and topped up the oil, made no difference. Looking for additional troubleshooting steps.
