Mine won't charge past 85%, is it suppose to charge to 100%?

What does the flashing red and green light indicate
When connected to battery the unit clicks but then the red light comes on what does that mean
100 % out. Doers this mean the unit is fully charged

I sometimes can not get the cable and the chargin device to make a good connection. I think one of the two, cable or box, are damaged. Do you have any local repair people here in the field
