food is ruined not keeping cold also frost on back panel

refridgerator is not cold it also accumulates ice on back panel and freezes food near the back

how do i fix/reconnect the part 6 the refrigerator light/control panel as the lights do not turn on when the door is open and sometime would not turn off when the lever is pressed. the temperature control is also not working correctly as the lights on it are off and unresponsive
