Erases configuration of the primary port, and CMC binary message list is
transmitted by default after each power-up.
Command message to the radio beacon ($GPMSK)
This message configures the frequency and bitrate parameters of the
radio beacon, and also sets the rate of the output message MSS and
$PMCAG,903 .
