The best place for this activity would be close to the location that Tracers are stored and programmed and that Tracer batteries are stored.

The first time a new user tries to enter into the program, they will be asked for the login information that was created by the Administrator. On the first time, and only on the first time, the new user enters the login entry for both the Login and Password.
