I opened a new Hart battery **** and the charger will not charge. I get the two red blinking lights. Test charger voltage and got 3.195 volts dc
The HART HLCG02 charger shows two red blinking lights because there is an error with the battery or the charger. To resolve this:

2. If the error repeats, try charging a different battery:
