In Box #1:
(1) Base (A)
(2) Plastic Hubs (B)
(1) Hardware Bag with:
(1) Hitch Pin (H1)
(1) Washer (H2)
(1) Bearing (H3)
(1) Sign Holder (H4)
In Box #2:
(5) Three Pocket Strips (C)
(1) Upper Pole (D)
(1) Lower Pole (E)

Step 1:

Identify the bottom of the Lower Pole (E) (the top is smaller in diameter at the top). Insert the bottom end of
the lower pole into the Base (A). Identify the bottom of the Upper Pole (there is a hole near the bottom). Slide the bottom
of the Upper Pole over the Lower Pole. Slide the straight leg of the Hitch Pin (H1) through the Upper Pole's thru hole. Slide
the Washer (H2), then the Bearing (H3) over the pole until it rests on the Hitch Pin.
