check the current consumption
about 30mA < I < 500mA ?

-VANA(pin #3) = 2.39V
-VINT(pin #24) = 2.62V
-VSIM(pin #21) = 2.85V
-V3V(pin #22) = 2.85V
-VRF 2(pin #37) = 2.85V
Yes
Check the clock signal
at pin #3 of OSC202;
FREQ, = 13MHz ?
Yes
Check the U401 & U302 & initial operation
