The blue light does not stay on when I’m trying to solar charge the unit. Is this mean the charger is defective?

@Mr. Anderson I’m putting the charger in full daylight, and I live in Daytona Beach. We have tropical sun. Plenty of light, but it is not charging. I get four blanks and then the blue light goes out completely.
