Go Pack The Paragon 4 sound decoder includes a built-in Go Pack capacitor to power the locomotive through momentary track power glitches. The loco will operate for several seconds after power is interrupted.

Simply place the locomotive on a track powered by any DC power pack with a variable output up to 16 volts DC.
