The context does not explicitly state whether the fan is supposed to move while charging batteries with the MODZ 48V, 15 amp battery charger. However, it does mention the need for at least 2 to 3 inches of space behind the fan for sufficient cooling, which implies that the fan is active and likely moves during operation.

The fan on the MODZ Max Series golf cart battery charger may not be working because the charger has not yet begun the proper charging mode. The fan only turns on once the charger has assessed the battery level and started charging. If the charger is still assessing battery capacity and ambient temperature (while flashing red and green), the fan may not activate yet.
