Powerhouse Operating and Maintenance (O&M) – Request for
Expression of Contractor Interest
From time to time the SLSMC, Niagara Region hires Contractors to carryout operating
and maintenance tasks for the Lock 4 powerhouse.
Experienced Contractors wishing to be considered for inclusion on a tender list should
complete the pre-qualification forms, Contractor Qualification Statements at:

While these forms are oriented towards construction activates, references to projects shall
be considered to mean the Lock 4 Powerhouse for SLSMC references, and Contractor
facilities and/or systems where services are or were provided.
Contractors who have submitted bids to the SLSMC for work in Niagara during the past
3 years do not need to submit pre-qualification documents, unless their field of expertise,
size of company etc has changed significantly during that time period.
The following is a brief description of the types of work for which tenders may be called.

Maintenance of mechanical, electrical, and electronics equipment and
systems
The St.Lawrence Seaway Lock 4 Powerhouse facility is an unattended facility, comprised
of two vertical 5 MVA GE generating units with Francis turbines, originally placed in
service around 1930. It is fed from a 6300 foot long subsurface penstock located with an
intake at lock #7. Governors are North American Hydro modified Woodward originals.
Principal controls are through Quantum/Schneider PLC's, and main breakers are Alstom.
The powerhouse has undergone a major refit and rehabilitation over the last decade with
most mechanical components rehabilitated and electrical and controls replaced.
Equipment and system specific repairs, replacements and overhauls will be performed by
technically specific outside contractors at the Owner's expense.
The Contractor, through their experience and expertise, together with current
maintenance practices, will work with the SLSMC to secure the long term viability of the
