Check Q901, D916 and their periphery circuit,
and service it if defective.

P-ON+5V(1) is not output.

Check Q903, D921 and their periphery circuit,
and service it if defective.
FLOW CHART NO.16

+12V is not output.

Check if there is any leak or short-circuit on
the loaded circuit and service it if defective.
FLOW CHART NO.17

P-ON+9V is not output.

Is approximately 11.8V voltage supplied to the
collector of Q923?
Is the voltage of base on Q923 lower than the
voltage of emitter on Q923 when turning the
power on?
Replace Q923.
