"rotating dial", the attenuation step is 0.5dB.If you continuously rotate it to
attenuation value -19.15dBr (draft 14),it means this optical link relatively
attenuates -19.15dBr.
5.2.5 Check the absolute attenuation value of relative value -19.15dBm
