To launch Bixby for voice commands:

Quickly press the Home/Power key twice, or say "Hi Bixby."
Enable voice launch
You can launch Bixby using your own voice command. You can only use this feature
when the watch screen is turned on.

Change the language
Change the speech recognition language.
