CN105 seperately?
Yes
Does proper DC 5 V appear at
Pin 3 of IC115?
Yes
Push Power button.
Does proper 0V at Pin 6 of
CN105?
Yes
Does proper DC 3.3 V appear at
Pin 3 of IC112?
Yes
Does proper DC 2.5 V appear at
Pin 2 of IC116, IC117?

2V means soft power off or DPMS state.
