Throttle Lever and Safety Bail The throttle lever controls the engine speed. With the lever released, in the disengaged position, the engine runs at idle. This is also the starting position. When you pull the lever to the handle, the engine speed increases, the centrifugal clutch engages, and the cutting wheel rotates.
