Assuming that TRLL is assigned as 09:
When an extension user assigned to TRLE of 08 makes an
outgoing CO call, in this case TRLE of 08 is higher than TRLL
of 09 (TRLE>TRLL), so the call is made.
When an extension user assigned to TRLE of 10 makes an
outgoing CO call, in this case TRLE of 10 is lower than TRLL
of 09 (TRLE<TRLL), then the call is checked against "7 Digit
Toll Restriction Table".
The following table shows whether the extension can make CO
calls or not.
