Create a crypto policy used by ipsec.

crypto ipsec policy name seq-num ipsec-manual
To delete a crypto policy entry, use the no crypto ipsec policy name seq-
num ipsec-manual command.

This command creates a crypto policy entry and enters the crypto policy

Both sides of the link must specify the same transform set.
You can create up to 64 transform sets.
Enter the name for the crypto policy set.
Enter the sequence number assigned to the crypto policy
entry.
