On Port is in pass-through mode.
Off Port is not enabled by software.
On Port is enabled by software, and there is a valid
SONET signal without any alarms.

Blinking Port is enabled by software, and there is a side
mismatch.
Off Port is not in wrap mode or steer.
On A node on the ring is wrapped.
Blinking A node on the ring is steering pass-through
