Appropriate bulk/bypass and decoupling capacitors should be used to filter noise on the supply. Those pins are the core and logic supply.

    7.2 S32M276SFFRD – JTAG The S32M276SFFRD incorporates JTAG connectors to program the MCU using a PE Multilink Universal FX Debug Probe which allows the user control the target’s execution, read/write registers and memory values, debug code on the processor, and program internal or external FLASH memory devices.

In order to support this control, it includes a charge pump and boost converter. The above replace a bootstrap circuit for gate driving.
