Door not closing from outside button

The door on a 2016 Volvo 9700 US/CAN may not be closing from the outside button because the power supply has been turned off with the ignition key in position 0. After turning off the power, the push-button in the door handle becomes inactive. To enter the bus again, the emergency valve must be used.
