Defines the value that will be written to the present value, if the priority list is empty
which means that no other value is present in the priority list. The relinquish default
value allows starting up a control system with a defined status/value. The relinquish
default value is predefined in the application in CARE and can be changed in the
Excel Web HTML Interface.
