Is the input to IC41 5 V?
Yes
Check that the AC adapter properly supplies
5 V power.
Is the input to IC28 3.3 V?

The regulator IC is in failure. Check the peripheral
parts. If no problem is found, replace IC14.
If the problem persists, replace the DSP PCB Assy.

See "D3.3V is in failure."
The regulator IC is in failure. Check the peripheral
parts. If no problem is found, replace IC28.
If the problem persists, IC29 is in failure.
Replace IC29.
