The IP OSS manages ONS 15600 and other vendor NEs using TL1 and FTP.
The other vendor GNE performs mediation on TL1 and FTP, so DCCs are OSI-only.
CTC/CTM communicates with ONS 15600 NEs over a separate IP DCN connection.
